30% of Ukrainian Startups Face Investment Shortages in 2025

About one-third of Ukrainian startups in 2025 are facing challenges in accessing investment capital, according to the results of the Ukrainian Startup Ecosystem 2025 survey conducted among 107 industry representatives.

Main Challenges for Startups

The key obstacle to the development of startups, cited by 30.04% of respondents, is limited access to financing. The second most significant issue is the difficulty of entering international markets: 20.16% of startup representatives noted challenges with expansion and scaling beyond Ukraine. The issue of staffing is also pressing, with 15.64% of startups struggling to find qualified specialists.

The impact of the political situation and war on business was highlighted by 14.4% of survey participants. Additionally, 8.23% of startups reported insufficient support from local authorities or difficulties with regulatory procedures.

Less Common Difficulties and Situation Assessment

Among the less common challenges mentioned were a lack of mentoring support (4.12%), technological and infrastructure barriers (3.29%), as well as disruptions in supply chains (2.06%).

Throughout the year, 78.5% of startups actively sought funding: 39.25% succeeded, the same number of teams were unable to attract investments, and 21.5% did not seek financial support at all.

“Despite financial difficulties, 69.16% believe that the situation this year has been generally better than last year, while only 3.74% assessed the changes negatively.”

Overall, despite significant challenges, most Ukrainian startups report an improvement in the business climate compared to the previous year.
