Ukrainians Increased Property Tax Payments by 19% in 2025 and Secured Nearly 7,800 Preferential Mortgages
In 2025, Ukrainians significantly increased their property tax payments, contributing to local budget revenues. In total, nearly 1.1 million citizens transferred over ₴12.7 billion, which is ₴2.1 billion or 19.3% more than in 2024.

Highest Revenues in Kyiv and Regions with Active Housing Markets
Among the leaders in tax payments were Kyiv, which generated ₴2.5 billion in revenues, as well as Kyiv region (₴1.3 billion), Lviv region (₴1.3 billion), and Dnipropetrovsk region (₴1.2 billion). This trend indicates an increase in activity in the real estate market in these regions and the development of local infrastructure.
Preferential Mortgage Lending: Results and New Achievements
Within the framework of the state program for affordable housing “eOselya,” in 2025, Ukrainians secured 7,768 mortgage loans totaling ₴14.8 billion. Since the program’s launch in October 2022, a total of 22,600 loans have been issued for ₴38.89 billion.
The vast majority of borrowers last year chose housing in the secondary market – 57.8% of all transactions, while new constructions accounted for 31.8%. The program was particularly popular among residents of Kyiv and the Kyiv region, where over 11,300 loan agreements were signed for ₴21.6 billion. In frontline regions, 2,855 preferential mortgage agreements were recorded for ₴3.98 billion, which constitutes 10-12% of the total program volume.
At the beginning of 2026, “eOselya” continues to gain momentum: already 115 citizens have taken advantage of the opportunity to obtain a preferential mortgage totaling ₴216.5 million. The most loans were issued in Kyiv region (37 agreements), Kyiv (9 agreements), and Lviv region (8 agreements).
As of the end of 2025, nearly 1.1 million citizens paid property tax, allowing over ₴12.7 billion to be attracted to local budgets.
