Underground Cigarette Production and Sale Discovered in Volyn Region

In the Volyn region, employees of the Bureau of Economic Security halted the operation of underground workshops for the production and sale of excise tobacco products.

Organization of Illegal Production

According to the investigation, three residents of the Kovel district set up makeshift workshops in their own homes and utility rooms. The men ordered production equipment, raw materials, and components for cigarette manufacturing online, which allowed them to conduct illegal activities covertly.

Tobacco Cultivation and Sales Through Social Networks

One of the individuals, as established by law enforcement, cultivated tobacco without the appropriate license and sold the raw material through social media. Such actions violate the current legislation of Ukraine regarding the production and circulation of excise goods.

During searches of the suspects, nearly 700 kilograms of tobacco, a significant quantity of cigarettes—some of which were already packaged in bags and boxes—and nine machines for the production and shredding of tobacco, along with other components, were seized.

All three individuals have been notified of their suspicion. Indictments in three criminal proceedings have been sent to court.
