Utility Rates in Ukraine: Which Services Increased the Most in 2024–2025

Ukrainians’ expenses on utility services significantly increased from May 2024 to May 2025. According to the State Statistics Service, the average increase in tariffs for housing and utility services was 20.1%. At the same time, the price growth varied for different types of services.

The most significant increase was recorded for electricity — its cost rose by 63.6%, the highest rate among all utility payments over the past year. The second position was taken by rent, which increased by 17.9%, while waste disposal services ranked third with a price increase of 10.5%.
- housing maintenance and repairs — by 3.3%;
- water supply — by 0.7%;
- sewerage — by 0.6%.
Rates That Remained Unchanged
Not all utility services became more expensive. During the reporting period, prices for gas, heating, and hot water remained at previous levels.
Trends in Rate Changes in 2025
At the beginning of 2025, the trend of rising utility rates continued, although the pace became somewhat more restrained. In particular, during the first months of the current year, the following increases occurred:
- rent — by 10.3%;
- housing maintenance and repairs — by 2%;
- waste disposal — by 1.9%;
- water supply — by 0.7%;
- sewerage — by 0.6%.
“The increase in utility rates is becoming increasingly noticeable for Ukrainians, especially against the backdrop of the overall rise in the cost of living. Despite stable prices for gas and heating, bills continue to ‘weigh heavier’, and expenses for basic services are rising.”
Thus, the increase in the cost of utility services has significantly impacted citizens’ spending levels, with changes in tariffs most acutely felt in the cost of electricity and rent.
