What is the amount of unemployment benefits received by Ukrainians and the regional distribution of payments

As of the end of May 2025, 40.7 thousand citizens in Ukraine are receiving unemployment benefits. This is evidenced by data from the State Employment Service.
Amount of payments and number of recipients by region
The maximum amount of unemployment benefits in Ukraine currently ranges from 3,600 to 8,000 hryvnias. According to information from the employment service, nearly 1,200 unemployed individuals receive the minimum payments, while almost 11,000 people receive the maximum amounts.
“Currently, the maximum amount of unemployment benefits is between 3,600 and 8,000 hryvnias. As of the end of May, nearly 1,200 unemployed individuals received the minimum amount, while almost 11,000 received the maximum,” the report states.
The highest number of people receiving unemployment benefits is registered in the Dnipropetrovsk region — nearly 4,000 individuals. In the Kharkiv region, 2,600 citizens receive payments, and in the Poltava region — 2,500.
The smallest number of unemployed individuals eligible for such payments is recorded in the Kherson region (380 individuals) and the Transcarpathian region (over 800 individuals).
Dynamics of changes in the number of benefit recipients
In recent months, there has been a gradual decrease in the number of unemployed individuals receiving financial support from the state. At the end of April 2025, there were over 41,000 such citizens, in March — 42,000, and in February and January — 45,000 each. Over the past six months, the number of benefit recipients has decreased.
At the same time, Ukraine continues to experience a labor shortage. The head of the “Migration Policy Office” Vasyl Voskoboynyk noted that the country could become attractive to labor migrants from Central Asia, the South Caucasus, and Southeast Asia, as wages in these regions are lower and job searching is more challenging.
According to official statistics, in 2024, the average unemployment rate in Ukraine decreased to 14.3%. In comparison, this figure was 17.4% in 2023 and 18.5% in 2022.
