When Can Electricity Supply Be Cut Off Due to Debt in Ukraine

In Ukraine, there is currently a general tariff for electricity, but certain categories of consumers may pay less depending on their meters. However, in the case of accumulating debts, electricity supply may be cut off.

According to information on the Ministry of Energy’s website, disconnections are possible throughout the country, except in areas of potential combat operations, combat zones, and occupied housing. Suppliers are required to notify consumers of such actions 10 days in advance.

The legislation does not clearly specify the amount of debt after which electricity supply is cut off.

Typically, the situation where supply is halted arises with a debt of several thousand hryvnias or with non-payment over several months.

After receiving a warning, the consumer has several options for action:

  • fully repay the debt by the specified date;
  • enter into a restructuring agreement with the supplier;
  • contact the electricity supplier or distribution system operator to verify consumption volumes (if there are questions regarding charges);
  • appeal to the court (while the court proceedings are ongoing, disconnection will not occur).

If the debt is not paid and the consumer takes no action, electricity supply will be limited. In this case, the consumer will also have to pay for reconnection services, which can cost several thousand hryvnias. It is worth noting that reconnection is not done immediately: in urban areas, it may take up to 3 days, while in rural areas, it can take up to 5 days.
