Which Countries Provide the Most Aid to Ukraine in 2025
Since the beginning of the full-scale war over three years ago, the key leaders in providing aid to Ukraine remain the United States, the United Kingdom, and Germany. By the end of April 2025, these countries had offered the most significant support in both financial and military terms.

According to analytical data, since January 2022, the largest contributions to support Ukraine have been made by the following countries:
- USA – €114.63 billion.
- United Kingdom – €19.27 billion.
- Germany – €15.92 billion.
- Japan – €10.74 billion.
- Canada – €10.36 billion.
European Union institutions also play an important role, collectively providing €61.18 billion in aid.
Leaders by GDP Share
Despite the absolute amounts, the Baltic and Scandinavian countries demonstrate the greatest commitment, allocating the highest percentage of their own budgets to support Ukraine. In terms of gross domestic product, the leaders are:
- Estonia – 2.63% as direct aid, plus another 0.39% through contributions to EU aid.
- Denmark – 2.58% and 0.38%.
- Lithuania – 1.92% and 0.35%.
- Latvia – 1.54% and 0.37%.
- Sweden – 1.29% and 0.35%.

In contrast, some countries remain on the sidelines of large-scale support for Ukraine. Among them are Iceland, Turkey, New Zealand, and Hungary, which have provided minimal assistance compared to other partner countries.
