Which Countries Provided the Most Aid to Ukraine in 2022–2025

As a result of more than three years of full-scale war, the largest donors of aid to Ukraine remain the USA, the United Kingdom, and Germany. Data as of the end of April 2025 indicate that these countries provided the most significant volumes of support, maintaining their leadership in this regard.

Leaders in Financial and Military Aid to Ukraine
Since the beginning of 2022, the United States has provided Ukraine with aid totaling €114.63 billion. The United Kingdom ranks second with €19.27 billion, and Germany is third with €15.92 billion. Japan and Canada also make the top five, having provided €10.74 billion and €10.36 billion, respectively.

Largest Share of Aid as a Percentage of GDP
At the same time, when analyzing the share of aid relative to gross domestic product (GDP), the leaders include the Baltic and Scandinavian countries. Estonia directed 2.63% of its GDP to support Ukraine in the form of direct aid, with an additional 0.39% contributed to the overall aid from the EU. Denmark allocated 2.58% of its GDP directly and another 0.38% through the EU. Lithuania, Latvia, and Sweden also demonstrated significant figures, allocating between 1.29% and 1.92% of their national GDP to support Ukraine.
It is worth noting that thanks to contributions from member states, the institutions of the European Union provided Ukraine with aid totaling €61.18 billion.
Individual countries, including Iceland, Turkey, New Zealand, and Hungary, remained largely on the sidelines of international support for Ukraine, providing minimal amounts of aid throughout the entire period.
