Who Needs to Undergo Physical Identification to Continue Receiving Social Benefits
The Pension Fund of Ukraine has informed certain recipients of state social assistance about the need to undergo physical identification by November 1, 2025. This requirement applies to those who received payments under the Cabinet of Ministers’ resolution dated March 7, 2022, No. 214, during the period from February 2022 to June 2025.

Who Needs to Undergo Identification
Recipients can find information about the need for physical identification in the “My Messages” section on the Pension Fund of Ukraine’s electronic services web portal, under the “Individual Messages” category. These messages specify the deadline—November 1, 2025—and provide instructions on how to complete the procedure.
Physical identification is mandatory for the following categories of recipients of state social assistance:
- low-income families;
- individuals receiving assistance for children under guardianship or care;
- orphaned children, children deprived of parental care, individuals from this group, including those with disabilities, as well as foster parents and adoptive parents providing social services in family-type children’s homes or foster families;
- children suffering from severe illnesses;
- individuals who are not entitled to a pension, as well as individuals with disabilities;
- individuals receiving care assistance;
- individuals with disabilities from childhood and children with disabilities;
- recipients of temporary state social assistance for unemployed individuals who have reached retirement age but have not acquired the right to pension payments.
Legal Basis and Procedure for Undergoing Identification
The requirement for physical identification is established by government resolutions:
- from June 11, 2025, No. 695 “Certain Issues of Providing Specific Types of State Social Assistance by the Pension Fund of Ukraine”;
- from June 25, 2025, No. 765 “Certain Issues of Assigning and Paying State Social Assistance, Social Scholarships by the Pension Fund of Ukraine”;
- from June 23, 2025, No. 766 “On the Implementation of an Experimental Project for the Centralization of the Mechanism for Paying Certain State Assistance”.

Each individual message on the web portal specifies the exact method by which the recipient can undergo physical identification.
