Who Will Receive Cash Payments for Independence Day 2025: Detailed Instructions

In 2025, one-time cash payments are planned in Ukraine for certain categories of citizens in honor of Independence Day. These payments are regulated by the resolution of the Cabinet of Ministers of Ukraine “On Establishing the Amounts of One-Time Cash Payments for Ukraine’s Independence Day” and apply to war veterans, victims of Nazi persecution, and individuals with special labor merits to the state. The procedure for appointing and receiving assistance is detailed in the government resolution dated December 27, 2023, No. 1396, and remains unchanged for 2025.

Procedure for Receiving One-Time Payments for Different Categories of Citizens

Pensioners who are eligible for one-time cash assistance will automatically receive the funds along with their August pension. There is no need to contact social protection authorities additionally.

War veterans who are employed or serving but are not pensioners will receive the payment through the military units, institutions, or organizations where they are serving or employed. For this, the employer must submit the appropriate application and provide all documents confirming the veteran status.

Unemployed veterans who are not pensioners and are not serving must contact the territorial office of the Pension Fund of Ukraine. To do this, they should write an application in any form, specifying:

• the details of the identification documents;
• the bank account number for the payment;
• the registration number of the taxpayer’s card (if available);
• the details of the certificate confirming the right to financial assistance.

Along with the application, a copy of the Ukrainian citizen’s passport or temporary certificate, as well as a copy of the certificate confirming the relevant status, must be provided. When applying in person, the originals of the documents must be shown.

How to Submit an Application and Deadlines

The application for receiving the one-time cash payment can be submitted until August 1, 2025. If it was not possible to process the documents on time, the deadline is extended to October 1, 2025. Applications can be submitted in one of three ways:

• In person – at the service center of the Pension Fund of Ukraine or the CNAP at the place of residence;
• By mail – to the address of the territorial office of the Pension Fund of Ukraine;
• Online – through the web portal of electronic services of the Pension Fund of Ukraine using a qualified electronic signature.
