The President of Ukraine, Volodymyr Zelensky, has approved the law on the state budget for 2026. The relevant information was published on December 10 on the official portal of the Verkhovna Rada, where the bill’s details were updated.

Key Macroeconomic Indicators of the 2026 State Budget

The planned revenues for the state treasury in 2026 amount to 2.918 trillion hryvnias, which is 415.3 billion hryvnias more than the corresponding figure for 2025. Budget expenditures will reach 4.837 trillion hryvnias — an increase of 134.5 billion hryvnias. To ensure budget balance, Ukraine expects to receive external support amounting to 2.079 trillion hryvnias.

Priority Funding Areas

The new budget outlines several areas that will receive the largest share of funding:

  • Defense and Security — 2.807 trillion UAH, which constitutes 27.2% of GDP.
  • Veteran Policy — 18.9 billion UAH (+6.3 billion UAH compared to 2025).
  • Social Protection — 468.5 billion UAH (+47.6 billion UAH).
  • Education — 278.7 billion UAH (+79.8 billion UAH).
  • Science — 20.1 billion UAH (+5.6 billion UAH).
  • Healthcare — 258.6 billion UAH (+38.8 billion UAH).
  • Support for Internally Displaced Persons — 72.6 billion UAH (+16.5 billion UAH).
  • Demographic Programs — 24.5 billion UAH.
  • Economic Support — 51.8 billion UAH.
  • Housing Policy — 47 billion UAH.
  • Agricultural Sector — 14.1 billion UAH (+4.5 billion UAH).
  • Transfers to Local Budgets — 283.9 billion UAH.
  • Public Investments — 111.5 billion UAH (+14.5 billion UAH).

The law “On the State Budget of Ukraine for 2026” defines the main financial priorities of the state for the coming year, including defense and security, state resilience, social protection of citizens, development of education and healthcare, as well as economic support.
